First, it's not the job of the university to comment on the views of faculty members.
Second, the "general right to ‘academic freedom’ in..teaching and scholarship" is not "bounded" by the faculty member's "obligations to the university’s students and the university community.” More precisely, a publication by a gender studies professor (an exercise of her academic freedom in scholarship) is not bounded by any "obligations to the...students" or "the university community," but only by standards of disciplinary competence. Academic freedom in teaching (not at issue here) is "bounded" by precise "obligations to the university's students"--to successfully and competently teach the subject matter, and abide by applicable laws (e.g., anti-discrimination laws)--but again is not bounded by any generic obligations to the "community."
