Here's a very good explanation of the state of the law from a well-known public law expert, Dan Farber (Berkeley). (We touched briefly on this the other day here.) As I wrote ten days ago, it's "good news" right now that the U.S. is a "federal system" (at least if you're lucky enough to live in a state with competent leadership). Trump can talk about "opening up the economy" by Easter (which is insane), but he can't actually do it, only the states can.
